SANTA CRUZ — The lights briefly were out for nearly 6,000 Santa Cruz customers Wednesday afternoon in the Beach Flats and downtown area after an errant mylar balloon wreaked havoc on the power system. The power outage began at 12:11 p.m. and shut off power to 5,950 customers at its height, Pacific Gas & Electric Co.
